Population is better than development mechanically wise, culture, religion, migrations are much better represented. Colonization in Vic2 is much better than EU4, with real pops instead of a colonist and local development, even minority resetlement would be good. Trade seems much better in Vic3, with markets than trade nodes.

Vic3 is more like playing Cities Skylines except you have to declare war to get more land plots than any other pdx grand strat game. If you want to make your country rich focusing on inward development and economy management then Vic3 is for you.
EU4. Idk how much Vic3 will be improved in the future, but EU4 is much better than it. Or, to be fair, seems to be better; I have not played Vic3 yet (though I plan on getting it sometime in the future). As other people said, the DLC subscription is pretty nice, especially for new players who have not decided if they want to go all-in on the game.
